New Construction Program

LADWP and the Southern California Gas Company® (SoCalGas) are working together on New Construction Programs that offer incentives that benefit owners and developers of new residential and commercial buildings. The inclusion of energy efficiency measures in new construction projects reduces operating costs, conserves natural resources, and enhances the occupant comfort and productivity. Investments in efficiency are best made at the onset of a new project when the design and construction can provide integrated solutions at the earliest stages.


Savings By Design encourages high-performance, non-residential building design and construction, and offers a variety of solutions to building owners and design teams.
  • Owner Incentives help offset any additional costs of energy efficient buildings;
  • Design Team Incentives reward designers who meet ambitious energy efficiency targets;
  • Design Assistance supports integration of innovative design technologies into new construction projects;
  • Energy Design Resources offers analysis tools, training, and in-depth information on efficient technologies and strategies.

How to Apply


  • Participation is open to non-residential new construction built in the City of Los Angeles
  • Applicant shall not accept duplicate funding from multiple utility-sponsored energy efficiency programs for the same measures
  • New construction project must exceed current building codes and standards and meet all program requirements

Additional Information

The Los Angeles Savings By Design is funded under the auspices of the California Public Utilities Commission (CPUC) and City of Los Angeles. Incentive levels and program requirements may be revised during the program cycle
